Instructions
Combine all ingredients in a medium saucepan.
Heat gently over low heat until steaming (about 160–170°F / 71–77°C). Do not boil, as boiling changes the flavor and, if using wine, causes more alcohol to evaporate.
Cover and let steep for 20–30 minutes.
Strain if desired.
